As a Subcontracts Program Manager Level 3 (Senior Manager), youll be a linchpin in missions of paramount importance, defining the art of the possible from day one.
Northrop Grumman’s Space Sector is looking for a Program Subcontract Manager 3 to be the lead in charge of delivery of the Active Thermal Control System for HALO interfacing with subcontractors.
The Program Subcontract Manager will be responsible for all cost, schedule, and technical performance of the Active Thermal control systems of HALO aligned to the subcontracted efforts and will be accountable to ensure that all technical requirements are met, while meeting cost and schedule commitments. Will also direct the efforts of the supplier management team consisting of a Cognitive engineer, Supplier Contract Administrator and Supplier Performance Specialist while coordinating with their CAM, IPT, Integration and Test, Business Management and Scheduling.
The selected candidate will report to the Global Supply Chain Director and will provide regular status on Subcontract performance to NG program management, IPT lead and the NASA customer. In particular, the Program Subcontract Manager will assist the IPT lead to ensure spacecraft thermal needs are met to produce a compliant design within cost and schedule constraints.
The primary location for this position is in Dulles, VA or Windsor Locks, CT. Additional locations would be in Redondo Beach, CA, Gilbert, AZ or can be fully remote or teleworker. The position will require 75-100 travel to vendor and other sites (depending on location).
In this role, the successful candidate will have experience in management of spacecraft vehicle design and integration efforts, program management, risk management, and have strong organizational, technical, and programmatic skills. Job duties include: (max 6)
- Leading and directing the cross-functional Supplier Management Team (SMT) to manage supplier(s) to meet program cost, schedule, and technical performance objectives.
- Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
- Management of the Subcontract baselines – including subordinate elements of the Subcontract and measuring and reporting supplier program performance in executive settings.
- Work with CAM & IPT for Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
- Conducting risk & opportunity management practices including identification, mitigation, and realization.
- Adherence to all internal processes, policies, and applicable industry standards.

Basic Qualifications: (reduced to 8 years instead of 10 years for an M3)
- Bachelor’s degree and 8 years (master’s and 6 years) of relevant experience supporting U.S. Government contracts/subcontracts and customers and/or program/project management in other related industries
- 3 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
- 2 years of demonstrated success leading teams/and or organizations to achieve a common goal.
- Must be able to obtain and maintain a security clearan
Preferred Qualifications:
- Familiarity and application of NG program management processes, tools, and programs.
- Familiarity with thermal control systems including pumped coolant loops and thermal radiators.
- Familiarity with Class A space missions and spaceflight hardware design & integration.
- Experience with Firm Fixed Price contracting and change management.

- Fixed Price contracting and change management.
Salary Range: $141,900 - $246,500
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
