Northrop Grumman Mission Systems (NGMS) sector is seeking a Program Director to lead development activities of a key program portfolio. The position will direct all phases of the development activity from post-award through completion, while simultaneously proposing and implementing new capabilities and infrastructure. The primary objective will be the delivery of all contractual requirements on cost and on schedule, while creating customer intimacy to support value creation strategies and actions. The individual will lead a matrixed functional organization aligned to common program performance goals. This role will report to the Advanced Radar Systems (ARS) Operating Unit under the Combat Sensors Business Unit and will be located in Linthicum, MD. The mission of ARS is to develop, deliver and sustain high end radar systems within highly complex contracting environments that drive operational speed and value, and provide differentiating capabilities to a multifaceted set of stakeholders.
What Youll Get to Do:
This role will be responsible for the successful planning, management, and execution of all aspects of a product portfolio inclusive of building and growing relationships with government customers, primes, and subcontractors. It will be accountable for delivering advanced system capabilities on time and within budget to support multiple sector program needs.
Other key duties and responsibilities include:
- People leadership for organization.
- Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
- Develop customer relationships and cultivate customer intimacy to develop further opportunities within the customer community.
- Manage and lead others in a challenging environment, balancing resource availability and priorities is a must.
- Leading and directing a cross-functional Integrated Program Team (IPT) to meet program cost, schedule and technical objectives.
- Portfolio leadership and strategic vision developing key technology roadmaps that support the Long Range Strategic Plan
- Develop and deliver presentations to sector, division, and program stakeholders.
- Providing oversight of execution and ensuring timely completion of milestone reviews for all projects assigned to the portfolio.
- Implement NGC program management and financial management processes and tools.
- Engage with E&S, Operations, and Business Management leadership to develop and implement new business models, make/buy strategies, and staffing approaches.
- Champion and drive innovation to deliver high mission value.
- Troubleshoot issues in a timely manner to ensure on-time delivery.
- Develop negotiation strategies with key partners and suppliers.
- Generate, secure and execute Non-Contractual Technical Activity and capital plans to meet those goals.
- Development and delivery of presentations to customers, executive management and other program stakeholders.
- Develop new business opportunities through long term strategic planning, capture planning and proposal development.
- Knowledge and execution of a variety of proposal and contract types (CPFF, CPAF, etc).
- Creation, review and finalization of the program Statement of Work.
- Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.
- Adherence to all internal processes for Program Management.
- Completion and tracking of the Contract Requirements Traceability Matrix.
- Participates in the negotiation of contract and contract changes.
- Ensure program team understands & adheres to the contract scope.
- Development and adherence to Integrated Master Schedules (IMS).
- Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
- Thorough risk & opportunity management to include identification, mitigation and realization.
- Coordination of Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP).
Basic Qualifications:
- Bachelor’s degree and 10 or more years of experience in program or technical management
- Strong verbal and written communication skills and demonstrable success in program execution and leadership required.
- Management experience spanning development and production phases of a program.
- Leadership experience of teams or departments.
- Experience establishing, negotiating, and managing relationships with key suppliers.
- U.S. Citizen with an active top secret clearance; ability to gain special access clearances will be required.
Preferred Qualifications:
- Master’s Degree in Business Management, Technical Management, or Engineering.
- PMP Certification.
- 1 Year Experience Supporting a Special Access Program (SAP);
- Experience with Direct Customer Interface
- Experience with programs that develop, integrate, produce and sustain software RF systems.
- Experience with complex customer and contracting environments.
- Experience working with key partners and suppliers.
- Aptitude to develop and execute to a strategy.
Salary Range: $200,100 - $300,100
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
