Primary Objective of the Position:

The Manager, Safety Management System (SMS) is responsible for the overall implementation and effectiveness of the SMS across the organization. Reporting to the Vice President, SMS & Security, this role supports the Accountable Executive and senior management by ensuring the SMS is maintained in compliance with applicable regulatory requirements and industry standards, and the safety risks are effectively identified, assessed, managed, and communicated throughout the organization

Principal Duties and Responsibilities:

  • Oversee and ensure the effective implementation, maintenance, and continual improvement of the Safety Management System across the organization.
  • Act on behalf of the Accountable Executive and senior management to support the governance and effectiveness of the SMS.
  • Ensure safety policies, procedures and programs are developed, implemented, monitored, and maintained in accordance with regulatory and organizational requirements.
  • Provide oversight of the safety reporting system to ensure the timely collection, analysis, and appropriate escalation of hazards, incidents and accidents.
  • Review, analyze, and validate safety data, trends, and risk assessments to support proactive safety management and informed decision-making.
  • Ensure safety investigations and conducted in accordance with established procedures and that root cause are appropriately identified.
  • Monitor and evaluate the effectiveness of corrective and preventive actions, and ensure deficiencies are addressed in a timely manner.
  • Identify systemic safety risks and opportunities for improvement within operational activities and organizational processes.
  • Ensure the integrity, accuracy, and effectiveness of the safety data and reporting systems used to support SMS activities.
  • Prepare and present safety performance reports, trend analyses, and recommendations to senior management as required.
  • Maintain and ensure the accuracy of SMS-related manuals and documentation, including but not limited to the Safety Management System Program Manual (SMSPM), SMS Quality Assurance Manual (SQAM), and Corporate Quality Assurance Manual (CQAM).
  • Ensure identification, monitoring, and compliance with all applicable standards, recommended practices, legislation, and regulatory requirements, including Transport Canada, ICAO, and IOSA.
  • Provide oversight of SMS-related training programs to ensure training requirements are defined, maintained, and met across the organization.
  • Ensure the effective operation and maintenance of SMS-related applications and systems, including the SMS App, SMS Database, Jet Train, and Audit Management Application.
  • Serve as a key point of contact for regulatory authorities, auditors, and external stakeholders with respect to SMS matters, as required.
  • Promote and support a positive safety culture throughout the organization by encouraging reporting, communication, and continuous improvement.
  • Fulfill all SMS duties and responsibilities required of employees.
  • Perform other duties as assigned.

Minimum Qualifications:

  • Post-secondary education and relevant work experience in aviation safety, quality, or a related discipline.
  • Minimum of three (3) years of progressive experience in an SMS-related role within an aviation or regulated environment.
  • Demonstrated working knowledge of the Canadian Aviation Regulations (CARs), International Civil Aviation Organization (ICAO) Standards, and IATA Operational Safety Audit (IOSA) Standards.
  • Strong analytical skills with experience in safety data analysis, trend monitoring, and risk assessment.
  • Excellent organizational, planning, and problem-solving skills with a high level of attention to detail.
  • Excellent written and verbal communication skills, with the ability to communicate safety information effectively to various levels of the organization.
  • Strong interpersonal skills and the ability to work collaboratively across departments in a matrix environment.
  • Proficient in the use of PC hardware and software applications.
