FLIGHT OPERATIONS QUALITY MANAGER

  1. The Flight Operations Quality Manager reports to the Manager - Flight Standards and could based at either the corporate headquarters in North Olmsted, Ohio, the CommuteAir Training Center in Houston, TX, or remote.
  2. This position is responsible for managing and completing assigned audit engagements in all areas of flight operations including training, dispatch, inflight and airports. A thorough knowledge of regulatory requirements, SMS, policies and procedures, operational and industry best practices and professional guidelines are required to develop risk-based work plans and effectively complete all standard audit objectives for the Flight Operations department.

          1. Duties and Responsibilities

  1. At all times, discharge the duties of this position to meet applicable regulations and to maintain a safe operation.
  2. Manage flight operations annual audit schedules, special audits and reporting processes ensuring compliance with Flight Standards Audit program outlined in Flight Standards Manual.
  3. Ensuring assigned audits are completed with agreed upon time frame and consistent with established audit schedule.
  4. Support Flight Standards department by conducting internal evaluations, scheduled and special audits.
  5. Participate in safety audits or investigations relevant to flight operations outside of scheduled and/or special audits.
  6. Ensure audits are completed, recorded and that findings are appropriately disseminated.
  7. Ensure the Manager of Flight Standards and other responsible parties are informed of any discrepancies or trends arising within the quality systems as detailed in the manuals or Company procedures.
  8. Maintain all QA related records in an easily accessible manner.
  9. Prepare trending analysis charts, audit reports, summaries – monthly/ quarterly/annually as required to communicate the audit results and related recommendations.
  10. Assist with ensuring the process/procedure manuals are up to date and relevant.
  11. Provide support to internal and external audit organizations on behalf of flight operations.
  12. Participate as a Safety Action Group (SAG), Safety Action Team (SAT), and Safety Committee representative.
  13. Utilize audit findings and FOQA data to determine where flight operational hazards exist within the operation and make recommendations for risk mitigation and continuous monitoring.
  14. Contribute to internal safety related publications, communicate findings to directors, managers, instructors, etc. as required.
  15. Participates in development of the operational training materials, including but not limited to Flight Operations Information Letters (FOIL’s) and Training Bulletins (TB’s).
  16. Assists the Manager of Flight Standards in reviewing and auditing crew member technologies for operational effectiveness.
  17. Travel to domiciles, training facilities and out-stations as necessary to conduct duties and responsibilities.
  18. Assists with recruiting by conducting in-person interviews.
  19. Participates in Emergency Response duties as determined by the Director of Operations.
  20. Other duties and responsibilities as assigned by the Director of Flight Operations or Manager of Flight Standards.
  21. Accountable for the Safety Management System (SMS) responsibilities described in the Company’s SMS manual and Title 14 CFR Part 5.23.

General requirements & qualifications:

  • Willingness to travel upwards of 50 of the time, including overnight stays.
  • Course of Study/Major: Aviation, flight technology, safety or related area and/or combination of education and experience
  • Strong knowledge of airline standards, policies, procedures, Safety Management Systems, aviation terminology and Federal Aviation Regulations
  • Excellent organizational skills and proven ability to work effectively under non-negotiable deadlines.
  • Excellent verbal and written communication skills
  • Extensive working knowledge of MS office applications

Preferred Qualifications:

  • Previous Flight Standards or auditing experience within airline operations.
  • Flight experience with a scheduled or unscheduled air carrier.
  • Ability to achieve Flight Crewmember/Inflight Crewmember line qualification.
