M365 Senior Advisor

Job Description:

The successful candidate shall provide end‑to‑end Microsoft 365 modernization services to support DICBM and DGICFD. This includes delivering expert advisory guidance, conducting needs assessments, and developing modernization roadmaps aligned with DND and Government of Canada IM/IT standards. The candidate shall design and implement an enterprise Information Management architecture and develop the SharePoint Online Hub, including site structure, navigation, templates, workflows, permissions, and reusable components.

The candidate shall plan and execute content migration from legacy SharePoint environments using approved tools, perform remediation, and complete post‑migration validation. The candidate shall modernize business processes using Microsoft 365 tools—including Power Automate, Power Apps, Dataverse, Planner, Lists, and Loop—and shall design and deploy Copilot Studio solutions with appropriate governance and Responsible AI safeguards.

The candidate shall provide comprehensive change management, documentation, training materials, demonstrations, and knowledge transfer. Throughout the engagement, the candidate shall manage schedules, risks, dependencies, and deliverables, participate in regular meetings with the Technical Authority, and provide monthly progress reporting.

Primary Responsibilities:

Microsoft 365 Advisory & Strategy

•      Provide expert guidance on Microsoft 365 capabilities, governance, and adoption.
•      Conduct needs assessments and recommend modern collaboration solutions.
•      Identify gaps, inefficiencies, and opportunities for modernization.
•      Develop roadmaps and implementation strategies (DGICFD/DICBM-aligned).
•      Ensure alignment with DND/GoC IM/IT standards and DGICFD digital roadmaps.

Information Management (IM) Architecture

•      Develop IA/IM artifacts: taxonomies, metadata models, content types, retention strategies, and governance frameworks.
•      Create IA documentation and Hub design blueprints (user flows, content categories, layout recommendations).
•      Ensure solutions support traceability, transparency, version control, and sustainability.

SharePoint Migration Modernization

•      Use ShareGate for migration, reporting, remediation, and restructuring.
•      Remediate content (metadata, content types, permissions), and rationalize/declutter as needed.

SharePoint Online Hub: Planning, Build & Configuration

•      Design SharePoint Hub information architecture, site hierarchy, navigation, and governance models.
•      Build and configure the DICBM SharePoint Hub (pages, libraries, lists, navigation, digital workflows).
•      Develop templates, document type structures, and reusable components to support DICBM processes.
•     Implement permissions and access controls (least privilege + operational needs).
•      Test and validate functionality with representative end‑users.

Process Modernization with M365

•      Identify and recommend M365 apps (Power Automate, Power Apps, Planner, Lists, Loop) to streamline DICBM processes and offerings.
•      Design and implement digital workflows, forms, and process improvements.
•      Ensure role clarity, versioning, auditability, and supportability.

Power Platform Development

•      Design, build, and maintain Power Apps (canvas and model‑driven).
•      Develop automated workflows using Power Automate.
•      Identify and implement Dataverse solutions where appropriate.

Copilot & AI‑Enabled Solutions

•      Design and build copilots using Copilot Studio.
•      Integrate copilots with Microsoft 365 data sources (respecting governance and security).
•      Provide recommendations for AI adoption and responsible use (guardrails, data boundaries, change impact)

Change Management, Documentation & Knowledge Transfer

•      Develop user guides, quick refs, onboarding, configuration guides, and training materials.
•      Deliver demos and knowledge transfer sessions.
•      Support adoption phases and feedback loops.
•      Provide troubleshooting support during rollout waves.

Project Management & Reporting

•      Develop and maintain a delivery plan (timelines, milestones, risks/dependencies, action items, deliverables tracking).
•      Attend regular project meetings with the Technical Authority.
•      Provide monthly status reports with accomplishments, issues, decisions, and next steps.

Must Have:

• Must have Enhanced Reliability clearance
• Must clearly demonstrate a minimum of 5 years of experience within the last 10 years:
  •      designing, developing, configuring, and supporting solutions using Microsoft Power Platform (including Power Apps and Power Automate), AND
  •       providing Information Management architecture and advisory services, including metadata design, taxonomy development, and IM governance.
• Must clearly demonstrate that the proposed resource has:
  • a minimum of 3 years of experience within the last 5 years performing migrations from SharePoint 2019 to SharePoint Online using ShareGate, AND
  • a minimum of 2 years of experience within the last 3 years designing and building generative and orchestrated copilots and agents using Microsoft Copilot Studio.
