NGAS is currently seeking an experienced Senior Director of Contracts and Pricing & Estimating (D2) leader who will courageously champion innovation, strategic thought, and is committed to business performance success to our Strike Division (Strike). This position will be a direct report to the NGAS Sector Vice President of Contracts, P&E, Property and GTC. This role is seated in-office at the Strike Division in Melbourne, FL and requires periodic travel to business unit locations.

Northrop Grumman Aeronautics Systems (NGAS) designs, builds and delivers some of the world’s most advanced aircraft to customers around the world. Roles and Responsibilities include, but are not limited to, the following:
- Providing strategic contracts and pricing & estimating (CP&E) leadership and guidance to Strike at the Division and Business Unit leadership levels, promoting achievement of company and customer objectives across a complex, multifaceted organization.
- Confidently advising Strike leadership of contractual risks, liabilities, and obligations; devising, recommending, and implementing creative and innovative solutions by applying procurement regulations and terms to preempt/resolve issues; ability to provide independent opinions; develop productive relationships with customer counterparts.
- Develops and executes business and talent strategies that align with Division and Functional objectives.
- Building relationships with customers to influence and shape acquisition strategies, RFPs, and contractual Ts&Cs while supporting organizational collaboration in execution and bid strategies.
- Participating and/or leading the development/improvement of CP&E processes and procedures. Providing training as required; partnering with Division peers to develop improvements.
- Ensuring compliance with the C101 Process and Strike-wide compliance with Northrop Grumman policies and procedures; including proposal and agreement commitment review and approval process through close coordination with Strike Program Leadership.
- Advising and participating in the development, interaction, and negotiation with US Government customers to implement strategic agreements, including non-disclosure agreements, teaming arrangements, IP license agreements, as applicable.
- Supporting diversified, geographically dispersed CP&E team with responsibilities for USG contracting; development and mentoring of contracts professionals is a critical aspect of this position.
- Evidencing expert knowledge of and ensuring contract and proposal compliance with applicable laws and regulations, including FAR, DFARS, across the Division portfolio.
- Proven ability to evaluate/analyze, integrate, and communicate Pricing/Estimating and financial impacts, cost issues and risks to senior and executive leadership.
- Must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS)
- Experience in development of proposal cost or pricing strategy
Basic Qualifications:
- Bachelor’s degree in a relevant major from an accredited university with 12+ years of experience in Contracts and Pricing & Estimating functions – OR a Master’s degree in a relevant major from an accredited university with 10+ years of experience in Contracts, Pricing & Estimating.
- Eight or more years relevant experience managing and leading teams, including cross-functional/cross-organization teams.
- Knowledge of complex USG contracting, including the pre-RFP, proposal, negotiations, and contract execution phases of the contracting lifecycle for large, complex programs, large aircraft program as a Prime contractor preferred.
- Superior ability to apply functional experience to create effective contractual and pricing solutions.
- Strong change management experience, problem solving skills and the ability to be flexible and adapt/change direction, when needed.
- Proven ability to influence across all levels of leadership, teams, and external partnerships to ensure successful joint outcomes.
- Expert knowledge and experience in US Government Procurement regulations and procedures including FAR, DFARS, as well as internal relevant Principles and Operating Practices (PrOP).
- Working knowledge of MS Office (Excel, PowerPoint, Word).
- Excellent problem solving and decision-making skills that support accomplishment of discipline objective to resolve complex problems and minimize risk to the Corporation.
- Ability to communicate effectively to all levels of management and customers.
- Active in-scope Secret level security clearance that has been adjudicated within the last 5 years, and the ability to obtain and maintain Program Access. US Citizenship is a prerequisite.
- Ability to travel a minimum of 25.
Preferred Qualifications:
- Active, in scope TS security clearance that has been adjudicated within the last 5 years, and the ability to obtain and maintain Program Access. .
- Prior basic experience operating within an aircraft-based domain.
- Proven agility in operating on a secure network and secure database geographically.
- MBA, or equivalent professional contract management certification and/or NG Enterprise Contracts Training and Certification (ECTAC).
- Understanding of contract management systems, ERP systems, and restricted networks.

Salary Range: $179,500 - $269,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
