Job Description:

Serves as a Financial Specialist ensuring specific modal administrations receive professional accounting and financial reporting services. Financial operations are maintained and monitored in accordance with current accounting policies and standards prescribed by government regulations. Incumbent utilizes knowledge of Federal Accounting Standards Advisory Board (FASAB), Treasury Financial Management (TFM), and OMB Circulars A-136 and A-11 in performing position duties.

Duties

Performs multiple and varying assignments under the limited direction of a manager or team lead. May act as a Project Manager for medium projects or programs. Analyzes and reconciles transactional data within the financial accounting system and external source systems to ensure proper accounting flow and financial reporting. Resolves problems relating to all aspects of accounting by adhering to Generally Accepted Accounting Principles (GAAP) and other guidance received from Treasury, OMB, and OFM. Must interpret and adapt regulations to meet reporting requirements and various systems limitations. Provides explanations to management, team lead, and others reviewing the statements concerning the complex data contained in the reports.

Applies experience and advanced knowledge to plan and conduct functional activities for projects and programs. Develops and recommends approaches to address current and anticipated problems and issues. Identifies, analyzes, and proposes solutions to intricate accounting problems or new requirements, which occurs in the ongoing processing of data into the accounting system. Analyzes and helps provide requirements for processing complicated financial transactions, which relates to all aspects of general ledger accounts. Identifies methods to improve cost, quality and timeliness of organizational activities through business process re-engineering.

Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources, as needed.

Contacts typically are internal and external, with regular contacts among major subdivisions and LOB/SOs, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures. Contacts include employees in the DOT Operational Administrations, other ESC customers, policy officials, managers, professionals, as well as the same level of contact with personnel in other government agencies such as Treasury, OMB, OPM, and GSA.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions.

Work is reviewed periodically, typically at major milestones and at completion for policy compliance and alignment with requirements.

Performs other related duties as assigned.

Qualifications

To qualify at the FV-H (FG/GS-12) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-G (FG/GS 10/11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Applying knowledge using financial databases; reading, interpreting, and summarizing financial data; identifying problem areas and providing recommendations for improvement; communicate effectively to targeted audiences; and creating financial system queries and reports.
