The position is within the FAA, Aviation Safety (AVS), Office of Aerospace Medicine (AAM), Civil Aerospace Medical Institute (CAMI), Aerospace Human Factors Research Division (AAM-500), NAS Human Factors Safety Research Lab (AAM-520). The Office of Aerospace Medicine develops and manages medical programs in support of Aviation Safety.
Duties
The Incumbent performs a combination of routine, multiple, and varying assignments under the limited direction of a manager, program manager or principal investigator and applies experience and advanced knowledge of analytical techniques in support of research projects addressing human performance in aviation occupations. Incumbent acts as an individual contributor and/or member of a team, and may perform some leadership functions in retrieving, interpreting, and summarizing information to explore relationships between variables to support the creation of actionable products that provide predictive and prescriptive analytics to inform management decisions.
The incumbent provides a variety of professional support services to division management and principle investigators in the areas of budget, acquisition, project management, research design and execution, and communication. Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner. May identify and request additional resources, as needed. Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance. Analyzes plans for programs under the organizations cognizance and recommend changes, as necessary, to ensure that comprehensive plans are kept current and reflect policies, priorities, goals and objectives of the organization. Conducts analyses in the review and evaluation of program activities. Analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives.
Provides an advanced knowledge of financial management principles utilized to oversee branch level budget operations for a multi-million dollar Research and Development (RE&D) budget. Coordinates with the program office regarding preparation of budget estimates, justification statements, and budget execution plans. Records, monitors, reports, and maintains financial management data for tracking obligation and expenditures of funds throughout the execution phase of the operating budget cycle for the branch. In addition, the incumbent collaborates with principle investigators and the program office on the development of statements of work, acquisition documents, and contract administration. Serves as the Contracting Officers Representative (COR) and provides oversight and guidance to the branch on acquisition strategy, policies and contract administration.
Applies experience monitoring and analyzing branch activities and alerts management of unusual deviations from established plans and policies. Establishes and maintains databases to track, monitor, and analyze research project operational trends and prepares monthly, quarterly, and interim reports as required to keep management informed of project status. Incumbent uses experience and knowledge of quantitative and qualitative methods and techniques to propose and recommend innovative solutions for management and program efficiencies. Provides technical analysis in identifying and analyzing emerging issues; works both independently and collaboratively with others to develop and evaluate alternatives to resolve problems, and improve existing or develop new processes/procedures.
Manages and supports multiple, complex projects using project management and analytical skills. Provides guidance, clarifies goals, and develops recommendations for accomplishment of program/project goals. Identifies potential problems and reports them to appropriate managerial level. Provides guidance and assistance to management and principal investigators on policy and procedures necessary to accomplish project goals. Tracks and manages applicable resource data as needed.
