Job Description:

The incumbent serves as a Management and Program Analyst in AMA-020.

Duties

Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines.

Develops procedures, systems, and methods on a variety of management functions and activities in one or more of the following areas: organizational planning and development, staffing utilization, productivity, work improvement and work methods, work measurement and staffing standards development, productivity improvement, long range planning, establishing goals and objectives, business management, financial tracking and information management. Typical assignments may include: serving as primary liaison to the human resources office, maintaining human resources files such as position descriptions and performance plans, ensuring their compliance with agency policy, providing guidance and assistance to managers on preparing personnel actions and justifying the appointment of selected candidates, and assisting managers and staff in projecting staffing needs to include staffing levels and grades.

Manages and oversee the Academys awards/recognition programs. Coordinates with each Division to ensure that monthly. quarterly. and annual awards/recognition packages arc submitted for all categories of awards to include, local, and higher headquarters. Also review and edit all awards/recognition packages to ensure that the awards/recognition packages arc developed in accordance with the guidelines and time frames provided. Coordinates and provides advice, guidance, and analysis in the planning and management of the Academys in house training and general training programs.

Plans, schedules, and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner. Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance. Analyzes plans for programs and recommends changes as necessary to ensure that comprehensive plans arc kept current and relevant policies, priorities, goals and objective of the organization.

Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews, and discusses recommended courses of action with managers/program managers to resolve major problem areas. These recommendations include but are not limited to financial, programmatic interfaces, and impact or not meeting goals and objectives.

Receives and analyzes draft regulations, new policies, operating instructions, standard operating procedures, and directives referred to the group for comment. Based on this analysis, refers proposed issuance to appropriate group for review, and collects and integrates the various responses. Establishes and maintains a tracking system to assure that all draft issuances are reviewed, consolidated, and comments submitted in a timely manner.

Qualifications

To qualify at the FV-H (GS/FG-12) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-G (GS/FG-10/11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes: experience gathering and presenting information to management; experience planning, scheduling, and tracking projects/tasks; experience identifying and recommending solutions for complex/difficult programs; experience compiling and analyzing data or information from various sources; experience maintaining human resources files such as position descriptions and performance plans; and communicating findings and solutions to target audiences.
