Job Description:

The position is a Management & Program Analyst in the Executive Front Office of the Associate Administrator for Aviation Safety (AVS). Under the direction of the AVS Chief of Staff and/or a technical/senior professional, the incumbent supports the Aviation Safety Executive Front Office in several areas.

Duties

Independently receives and assigns to AVS S/Os routine and non-routine correspondence for appropriate response. Independently reviews proposed responses for adequacy and correctness without the assistance of a manager. Determines the need for coordination with other FAA Lines of Business/Staff Offices with authority to work with both the Administrators correspondence staff and other LOBs/SOs to reassign correspondence.

Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Applies experience and comprehensive knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: tracking and analyzing data to ensure compliance with policies and procedures; providing guidance to less-experienced professionals in day-to-day operations; identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to systems and processes.

Coordinates directly with the FAA Office of Audit and Evaluation to determine appropriate assignment of incoming Hotline and whistleblower complaints, and coordinates the review of proposed responses to those complaints. Accepts Hotline reports from FAA employees , contractors and anonymous sources related to: unsafe or unauthorized aviation activities associated with the safety of the National Airspace System (NAS); violation of an FAA regulation, Order, or any other provision of Federal law pertaining to aviation safety; fraud, waste, abuse, mismanagement or misconduct related to FAA programs, personnel, organizations, or facilities.

Functions as the AVS Freedom of Information Act (FOIA) coordinator, providing broad authoritative expertise in handling complex, politically sensitive media requests by gathering subject matter information and coordinating a response, and reviews records for responsiveness. Contacts are typically internal and external, with regular contacts among major subdivisions and LOBs/SOs, with customers, and with other external parties to share information about FAA and to explain the application of policies and procedures. Communicates and interfaces with S/O leadership, FAA legal counsel, and FAA Office of Communications to ensure that appropriate concurrence/awareness is achieved prior to A VS-1 /2 review.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents.

Assigns daily work to the AVS correspondence specialist (and interns when assigned). Reviews their work products for sufficiency and quality, with full authority to return for revision as needed. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional.

Refers problems to managers and more experienced professionals that require their attention. May assist in developing and recommending solutions. Work is reviewed rarely, typically through status reports and at project completion. Reviews international travel requests for compliance with Departmental, agency and A VS policies. Appropriately disseminates Departmental/agency international travel policy to travel coordinators and correspondence specialists in all AVS S/Os. Independently conducts review of all international travel requests to assess adequacy of rationale and compliance with format and timing requirements before senior executive review.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes:Reviewing, analyzing and determining appropriateness and adequacy of response for senior executive signature to correspondence from a variety of sources, to include Congress, the general public, the aviation industry, and other government agencies in areas of, but not limited to aircraft certification and flight standards policies, unmanned aircraft systems (UAS), aviation rulemaking, medical records, etc.
